- Allows an adult, child or youth with a disability to be accompanied by a support person so that they may participate in designated recreational and cultural programs and facilities
- Provides temporary cards for individuals pre/post surgery or recovering from an accident
- Facilities include:
- Canada Games Complex
- Thunder Bay 55 Plus Centre and West Thunder Community Centre 55+ programs
- Volunteer Pool and Sir Winston Churchill Community Pool
- Community Centres
- All Recreation and Culture programs
- Fort William Historical Park
- Sports facilities

- Individuals can contact either the Adult Inclusion Services office in the Canada Games Complex, or the Junior Inclusion Services office in Victoriaville Civic Centre, 111 Syndicate Ave S for applications and photos
- Eligibility
- Must be an adult, child or youth with a disability that restricts from participating in or performing activities
- Disability cannot be eliminated by the use of a technical aid such as eyeglasses
