- Individuals with long-term physical disabilities resulting in permanent wheelchair confinement and unable to use other transportation methods
- Recipients of the Ontario Disability Support Program (ODSP) who have no driver's licence, are unemployed and have no access to a vehicle
- Ontario Works (OW) recipients who have no driver's licence, are unemployed and have no access to a vehicle
